Shrimp Remoulade

1 c. onions in 1" chunks
1 1/2 c. olive oil
1/2 c. white wine vinegar
1 c. coarse-ground mustard
2 T. fresh Tarragon leaves
1 T. Chili Powder
4 t. paprika
1 1/2 t. cayenne pepper
4 t. salt
4 cloves garlic
1 c. green onions in 1" chunks
Pulse ingredients in blender or food processor until vegetables are finely chopped. Serve over boiled shrimp. Makes about 3 cups of sauce.
